How Data Centers Could Set the Stage for Marana’s Economic Transformation

by The Cornerstone Republic

Data center development in Marana represents far more than just new infrastructure—it’s the foundation for sustained economic growth, job creation, and community prosperity that will attract major employers and families to the region for decades to come.

A Catalyst for Economic Growth

Marana stands at the threshold of a transformative economic opportunity. The arrival of data centers in northern Marana isn’t simply about technology infrastructure—it’s about creating the conditions that will attract Fortune 500 companies, advanced manufacturing facilities, and high-wage employers who need robust digital infrastructure to operate.

When major corporations evaluate potential locations for expansion, they look for communities with world-class infrastructure. Data centers signal to these companies that Marana has the technological backbone to support their operations, making the town competitive with major metropolitan areas for economic development opportunities.

Building a Foundation for Community Prosperity

The Beale Infrastructure Data Center project, strongly supported by the Marana Chamber of Commerce, demonstrates how forward-thinking economic development protects existing residents while creating opportunities for future growth. According to Amanda Wiggins, President and CEO of the Marana Chamber of Commerce, this investment will significantly expand the property tax base, directly benefiting local schools and public safety services.

The developer is funding all required energy and infrastructure improvements upfront, ensuring zero impact to existing utility ratepayers. This approach extends critical water, sewer, and roadway infrastructure into northern Marana—infrastructure that will support future residential and commercial development for years to come.

Job Creation: Building Careers, Not Just Jobs

The employment impact extends far beyond construction. Over the next five to ten years, the data center projects will create approximately 4,200 construction jobs, including internships and apprenticeship programs that allow young people to learn skilled trades without leaving Marana.

Once operational, these facilities will support 400 permanent positions with wages exceeding Arizona’s median income. These aren’t jobs that can be outsourced or automated—they’re technical positions requiring everything from high school diplomas to engineering degrees, creating career pathways for Marana residents at every education level.

This means families can truly live, work, and play in Marana without commuting to Tucson or Phoenix for high-paying careers.

Protecting Residents: No Rate Increases from Data Centers

One of the most significant concerns community members have expressed centers on utility costs. Trico CEO Brian Heithoff addressed these concerns directly in a recent interview, delivering reassuring news: data centers will not cause electric rate increases for existing Trico members.

The recent rate adjustments had nothing to do with data center development—those increases were already planned and approved independently. More importantly, Trico’s next rate adjustment isn’t projected until 2029, a timeline that doesn’t factor in data centers at all.

In fact, data center revenue could delay rate increases for up to a decade. With one data center operational, the next rate adjustment could be pushed back three to four years. With additional facilities, that timeline extends to ten years between rate adjustments. Data centers pay for their infrastructure upfront, then generate ongoing revenue that helps cover cost increases all utilities face from inflation and equipment costs.

Strategic Economic Development That Works for Everyone

The economic model behind data center development offers advantages that traditional residential development cannot match. Commercial and industrial growth generates significant tax revenue while requiring substantially less infrastructure investment compared to residential expansion.

Residential development demands new schools, expanded emergency services, additional roads, and increased water and sewer capacity. Data centers and advanced manufacturing facilities, by contrast, generate tax revenue that can improve community infrastructure and provide tax relief to residents—all while requiring minimal additional community services.

This creates a beneficial cycle: business growth generates tax dollars that enhance the quality of life for all Marana residents without placing additional burdens on existing homeowners.

Attracting the Next Wave of Employers

Data centers serve as economic anchors that attract complementary businesses. Companies in advanced manufacturing, technology, finance, healthcare, and professional services all require robust digital infrastructure. By establishing Marana as a data center hub, the town positions itself to compete for these high-value employers.

When Amazon, Microsoft, Google, or financial services firms evaluate expansion locations, they seek communities with enterprise-grade digital infrastructure. Marana’s investment in data centers sends a clear message: this community is ready for the future of business.

These companies bring not just jobs, but entire ecosystems of suppliers, service providers, and support businesses. A single major employer can spawn dozens of smaller companies, creating a multiplier effect that transforms regional economies.

More Families, Stronger Schools, Thriving Community

Economic growth creates a virtuous cycle. High-wage jobs attract educated, engaged families who invest in their communities. These families support local businesses, volunteer in schools, participate in civic organizations, and strengthen the social fabric of Marana.

The expanded tax base from data centers and attracted businesses provides resources to enhance schools, improve parks and recreation facilities, expand public safety services, and invest in quality-of-life amenities that make Marana an even more desirable place to live.

Strong schools attract more families. More families support more businesses. More businesses create more jobs. It’s a cycle of prosperity that begins with the infrastructure investments being made today.

Rigorous Standards Protect the Community

The Town of Marana spent nearly two years developing a comprehensive Data Center Ordinance through a transparent process involving community engagement and expert analysis. This ordinance establishes strict standards that protect residents and natural resources while enabling responsible development.

Trico Electric Cooperative has implemented equally rigorous safeguards. The cooperative’s board established guiding principles requiring data centers to pay upfront or provide security for all infrastructure investments before Trico orders any equipment. This protects existing members from cost degradation while maintaining system reliability.

These aren’t afterthoughts—they’re foundational principles that ensure data center development benefits the entire community.

A Vision for Marana’s Future

America faces increasing energy demands across multiple sectors, from advanced manufacturing to renewable energy projects. Data centers represent one component of this larger trend, and Marana has positioned itself to meet this challenge proactively rather than reactively.

The community faced similar transitions when air conditioning became widespread in the Southwest, when farms electrified, when suburban development boomed. Each time, infrastructure adapted to meet new demands. Marana is following this proven pattern: planning strategically, investing wisely, and ensuring that growth benefits everyone.

By choosing to invest in the future today, Marana is securing resources and opportunities that will sustain the community for generations. This isn’t just about data centers—it’s about creating the conditions for sustained prosperity, ensuring that children growing up in Marana today will have the opportunity to build successful careers, raise their own families, and contribute to an even stronger community tomorrow.

The Competitive Advantage

Regional economies compete for investment, talent, and opportunity. Communities that plan strategically and invest in world-class infrastructure position themselves to win this competition. Those that resist change or fail to adapt find themselves left behind as businesses and families choose more dynamic markets.

Marana has chosen to compete. The data center investments, supported by local government, business leaders, and utility providers working in concert, demonstrate the kind of public-private collaboration that drives successful economic development.

This collaborative approach—protecting existing residents while creating opportunities for future growth—offers a model for sustainable development that other communities will study and attempt to replicate.

Looking Forward

The transformation of Marana’s economy won’t happen overnight, but the foundation is being laid now. Data centers will come online, attracting additional businesses. Jobs will be created, bringing new families to the area. The tax base will expand, funding improvements in schools, public safety, and community amenities. And through it all, existing residents will be protected from rate increases while benefiting from enhanced infrastructure and economic opportunity.

This is what forward-thinking economic development looks like: strategic investments that create lasting value, rigorous standards that protect community interests, and collaborative leadership that ensures everyone shares in the prosperity.

Marana’s future is being written today, and it’s a story of growth, opportunity, and shared success. The data centers arriving in northern Marana aren’t just buildings filled with servers—they’re the foundation for a stronger, more prosperous community where families can thrive for generations to come.
